What does this mean for the local hobby woodworker who buys an acre of wooded land in an R-1 Zone and wants to clear it, mill the lumber, and save it for later personal crafting?  He can’t!  Instead, he has to pay for the land to be cleared and the timber to be hauled away; plus he loses the use of his own lumber.
