BOARD OF
SUPERVISORS
WORK SESSION

APRIL 23, 2026

Work Sessions generally do not allow public engagement or comments, but they are open, and residents are welcome to attend and listen.

Several members from the Franklin County Community Coalition attended.

Here are some key takeaways

County Administrator Steve Sandy presented a 16-slide PowerPoint (below) and shared the following:

  • No one will be zoned A-2 unless they request it.
  • A-1 is a catch-all district – not all uses currently permitted are appropriate and should be in commercial or industrial.  Therefore, some uses now permitted may not be in the new ordinance.
  • In the current ordinance, Additional Dwelling Units (ADU) are only allowed for family members, and some require SUP.  The new ordinance will comply with state mandates to permit them.
  • Public hearings currently scheduled for June and July will likely be pushed out.
  • Send any and all suggestions for changes in the current draft to the Planning Committee BEFORE May 13.

BOS Chair Lorie Smith stated she has concerns about the 2nd draft not reaching residents who do not have internet or social media.  She requested that a quick-reference document be printed for public access.

Union Hall Supervisor Dan Quinn expressed displeasure with The Berkley Group’s overall performance on the project.

He addressed the original scope of the project, including the assurance that no one’s zoning will change, which he finds not to be true, and that residents will lose many by-right uses as the draft is currently presented.

He noted that all the problems lie in the discretionary items and asked whether the non-discretionary code could be separated from the discretionary code and acted on first.  Then take time to go over the discretionary items in sections.

Snow Creek Supervisor Nick Mitchell expressed displeasure with the 10-acre subdivision section.

Rocky Mount Supervisor Mike Carter stated that the entire Bee section was absurd and needed to be removed entirely.

Not our Board Chair’s finest hour

If you don’t do Facebook, the right is just his summary, copied from the post.
